needs a tow bar for 20 ton water tanker?

Most water tanks, or water buffaloes, are not towed with
the typical tow bars. As heavy as you wish to pull it should
be pulled with a pintle hitch. That is just a large steel ring
on the tanker tongue, and any heavy plate on the rear of
the towing vehicle to mount the pintle hook.
Pintle hooks can be purchased at most tractor supply
stores, or any place that sells hitches. They are just
a snap hook type of hitch that has a flat plate to bolt
onto some type of bumper, or even a Reese type
receiver that has the heavy bar mount with a flat plate
to bolt the pintle onto.
I would never trust the standard ball type hitch for
the weight you mention. Not even the large ball type
hitch is made for that kind of weight.
Take a look at pintle hitches, and you should be
able to figure what way would work for you to mount
it to your tractor. Just make sure that the support for
the pintle is heavy enough to handle the weight. I
have seen large wreckers rip off their endplate when
it wasn't strong enough for towing weight by some
type of hitch instead of using the boom, and winch.
