Tying up my horse safely?

The other day my 12yr old cob type gelding was tied to a rail (on some baling string) when he spooked at a tractor and managed to break the string and run away. He was unharmed and didn't go very far, and calmed down almost immediately.
Trouble is now whenever I tie him up, he's worked out he can break the string and run away back to his friends in the field. He's not scared, he's just worked out that it's quite a fun thing to do. Does anyone have any tips on how to stop him doing this?
I've tried occupying him with a haynet, tying him in different places, and with a shorter or longer rope. I don't want to not use the string as if he pulls away and it doesn't break then I'm worried he'll hurt his poll or just break his headcollar. It's not an option to put him in a stable or tie him next to his friends, but it is important because he's used for RDA and he gets tied up if no one is riding him at that moment, and I can't risk him getting loose. Any ideas?

try tying him with two lead ropes on two separate strings. have one lead rope slightly shorter than the other one so that when he does pull back he will only break one and will therefore not get away. Make sure you retie the lead rope after he has pulled back just in case he does it again. He will soon learn that he wont get away and will hopefully give up. he sounds like a quick learner.
